Technology and Innovation (TI)

The Technology and Innovation Directorate is responsible for technology innovation, business process engineering, and architecture development/design for the Office of the Deputy Chief Management Officer and across the Department of Defense.

TI serves as the architect of the BEA, defining transformation priorities and the supporting business capabilities, systems and initiatives. TI incorporates the laws, regulations, data standards and business rules captured by EBI into a Federated BEA, while simultaneously applying process improvement methodologies to ensure the effectiveness and efficiency of the DoD business enterprise. TI also partners with IAM to ensure that the BEA content is consistent with the DoD Investment Review Board process.

As the technology arm within the Office of the Deputy Chief Management Officer, TI partners with the DoD/CIO, Components, Defense Agencies, Federal entities, industry, and academia to monitor and engage in emerging and innovative technological advancements.

Core Functions

• Build and deliver the BEA
• Operate a technology demonstration and optimization laboratory
• Provide an implementable Business Intelligence strategy that results in standardized Business Intelligence capabilities across the Business Mission Area
• Lead the DoD and the Federal Government in engineering advanced technical standards in areas such as the Enterprise Information Web (EIW)
• Design, develop and deliver improved processes and automated solutions to support the DCMO

Other Functions/Activities

• Develop innovative business technology capabilities and architectures for re-use across DoD and the Federal enterprise
• Develop a standardized Integrated Management Information Environment (IMIE)
• Lead the ERP Community of Excellence (ERP Lab) that supports ERP transformation
• Manage the development, delivery and maintenance of the BEA to guide and constrain interoperable Defense Business Systems (DBS) 
• Develop Business Enterprise Architecture (BEA) Semantic to ensure DBS interoperability and agility
• Provide BEA compliance guidelines and tools for support of IRBs and develop and manage Architecture Compliance and Requirements Traceability (ACART)
• Support standardized business process modeling and management (BPM) for BMA applications of BPM to include EIW, LSS, BPR and Expeditionary Business Operations
• Support standard and efficient tools and methods to analyze and make data readily available
• Develop and promote enterprise standards based on accepted and approved commercial standards (e.g. business architecture, modeling, rules and data)
• Maintain the Laws, Regulations and Policies (LRP) Repository tool (QLS)
• Conduct continuous market research for innovation and support customer outreach to ensure understanding and acceptance of proven standards and methods; provide tools to support the development of the ETP and MCR
